The Leader's remarkably clear shift on the United Kingdom's post-Brexit connections to the European Union this weekend was intended to send a message to the business community, to EU officials, and to other European capitals, in addition to his political supporters.

A New Framework for Engagement

Stronger post-Brexit economic relations are currently anticipated to be considered as part of an annual process of government-to-government discussions instead of exclusively at the ongoing formal review of the British-European agreement.

The precise arrangements on electricity and agri-food rules is still to be settled. A proposal for UK defence firms to be part of a European security fund has hit a snag over the scale of the membership fee, after opposition from Paris. Canada has signed up to the initiative.

Wider Environment

The UK has concluded arrangements to return to a academic exchange programme and to discuss a youth jobs scheme. This has helped clear the way for further UK-EU talks.

Observers note that the recent publication of a American national security strategy has altered the environment on UK relations with Europe.

The document stated that the US would "encourage pushback" to the EU's present path and commended the "rising power" of patriotic European parties.

In government circles, there is a growing awareness that the international situation has shifted once more.

Domestic Pressures

At home, the governing party also expects being outflanked on EU relations not just one opposition party, but potentially others, which is campaigning in its traditional heartlands in local votes.

The Prime Minister's latest comments are borne of a intersection of business needs, domestic pressures and international relations as the UK embarks upon a year that will mark the 10th anniversary of the historic Brexit referendum.
